U.S. IMPORTING DOGS![]() ANIMAL SHELTER IMPORTATION - A BIG BUSINESS IN SOME STATES! Destructive practices are emerging that threaten public health, sustain pet 'over-population' and undermine responsible dog ownership and breeding GLENWOOD, IA, Jan. 20 (DogPress.org) -- If you don't know what's happening at your local animal shelter, or what local pet rescue groups are doing, it's time to find out! Destructive practices are emerging that threaten public health, sustain 'pet overpopulation' and undermine responsible dog ownership and breeding. Finding out what's happening in the world of animal sheltering and rescuing, however, is not always that easy. Although most shelters use the issue of 'pet overpopulation' to raise funds, it turns out that few of them have sufficient records to support the term. In fact, a major impediment to solving the US stray and surplus pet problems is the lack of reliable shelter statistics. In many US cities today, campaigns to end 'pet overpopulation' have been so successful that the demand for dogs far outstrips supply. In fact, shelters in many of these cities would have a significant percentage of empty dog runs were it not for the mushrooming practice of moving dogs around from one region to another and from one shelter to another within regions, an activity known somewhat euphemistically as humane relocation. Humane relocation began as a common sense method for helping animals to get adopted through cooperative efforts among city shelters. It made no sense for the humane society to euthanize dogs for lack of room while the local animal control agency had the space and resources to help get them adopted. Over time, as the number of surplus dogs in some cities continued to drop, they began taking in animals from greater distances. For example, some shelters in the greater Portland metropolitan area routinely accept dogs from other counties in Oregon, Washington and sometimes from states as far away as Hawaii. The flies in the ointment in U.S. Animal Shelters Unfortunately, humane relocation is not being conducted responsibly by a small but growing number of shelters and rescue groups. The answer for some shelters with empty runs has not been to contact shelters in their own regions or in other areas of the continental US, but to institute programs of importation from other countries and territories. According to their own records, one foundation, the Save a Sato program championed by PETA, has already sent 14,000 dogs to the US. Satos (a slang term for mixed-breed street dogs in Puerto Rico) arrive in US cities practically every day. Dozens of shelters are involved. Some of the shelters NAIA is tracking bring in 100-200 dogs each month and are placing them for $200-$250 each. From Florida, Texas and Michigan to New England and the Pacific Northwest, more and younger Puerto Rican dogs and puppies are finding their way into American shelters every month. Massachusetts in particular is a magnet and a distribution center for relocated surplus pets and strays, but other states with empty shelter runs are picking up the cause as well. This is not a phenomenon that can be brushed off lightly as a passing phase. If you examine the evidence and connect the dots, the steady influx of foreign strays reveals an evolving plan. New 501(c)3 charities devoted to rescuing dogs from distant lands are popping up in states across the US. They are not being formed to place only Puerto Rican dogs, but also to save dogs from as far away as Taiwan and other Asian countries. Several shelters and rescue groups in the Northwest knowingly accept dogs from Taiwan, Puerto Rico or Mexico. There is another disturbing pattern developing, a trend toward importing progressively younger dogs. Two years ago when organizations first began researching the issue, the foreign imports depicted on shelter web sites were of varied ages. Today, most of them are puppies. It is easy to speculate that if no one is capturing and altering the illusive strays that produce these orphans, then enterprising rescuers and shelter directors could help developing countries become breeding grounds for stocking US shelters. The problem now is 'stray importation' to 'over-populate' U.S. shelters Long-term flooding of US cities with mixed-breed, foreign dogs has unavoidable implications for pet population dynamics in the US. The practice of importing dogs from developing countries not only prevents us from making further progress against 'pet overpopulation,' in time it could also diminish the responsible breeding and placement of well-bred, healthy dogs and cats.Many conscientious dog breeders are so concerned about 'pet overpopulation' they have already accepted the idea that a good breeder is one who seldom breeds. The problem with this conclusion is that it does not recognize the basic marketplace reality that demand drives supply. When responsible breeders quit breeding, it means only that in the future someone else will supply the public with the dogs or cats they want. In this specific case, it also means that the public will have fewer reliable sources for healthy, well bred and socialized purebred dogs. In the two years since introducing the subject of stray importation, the practice has taken off, with the result that some animal shelters are clearly operating as pet stores today. Whether they acquire their inventory from distant states or foreign countries or territories, they operate like commercial businesses, not charities formed to serve the public good. They acquire their stock at little or no cost, advertise their product using time-tested campaigns against 'pet overpopulation,' rotate inventory quickly, restock immediately and bring in staggering amounts of money. Projecting from figures on the web site of one active shelter, gross revenues from imports that include a constant supply of satos, will total more than $500,000 this year alone! It is also disturbing to see the animal rights party line being used against breeders to justify importation. The following quote was taken from the web site of the Humane Society of Snohomish County, a Seattle-area importer of dogs from Taiwan. "By saving Taiwan dogs, we do not feel this takes away from saving a dog at our own shelters. The majority of dogs from Taiwan are small and our own shelters do not have many small dogs. At this time we have over 38 people on our waiting list for small dogs. We feel it is better to bring small dogs in from another part of the world than to have these people going to a breeder. Many people, sadly, still do after they have been on our waiting list for an extended period." The Buddy Dog Humane Society in Massachusetts shares the anti-breeder sentiment and offers a similar rationale on their web site: "Many people ask why we are taking dogs from Puerto Rico. The answer for us is simple. Most of the dogs are small, usually under 30 pounds, thus enabling Buddy Dog to find many adopters looking for a smaller dog, a new companion, without going to a pet store or breeder. At the same time we are helping homeless dogs get off the streets and into a caring home." A certain picture begins to emerge when reviewing Buddy Dog's statement of priorities: 1) to have the right product to fill consumer demands; 2) to prevent the public from getting a dog that was deliberately bred, whether from a pet store or a private breeder; and 3) to help a homeless dog. When coupled with the stated goal of the animal rights agenda to eliminate the purposeful breeding of dogs and cats, the anti-breeder mantra echoed throughout this enterprise should convince even the most skeptical of readers that stray importation is only part of a far more ambitious plan. The oft-repeated vision for pet ownership espoused by PETA's founder, Ingrid Newkirk makes humane relocation a moral imperative. "If people had companion animals in their homes, those animals would have to be refugees from the animal shelters and the streets." Animal Rights Activists are disavowing the language and concept of animal ownership Eliot Katz, president of In Defense of Animals and the foremost advocate of pet 'guardianship,' states a similar goal, "to convince people to rescue and adopt instead of buying or selling animals, to disavow the language and concept of animal ownership." This is just wrong in every common sense of the word. Beloved owners of their locally obtained pets and animals from local breeders, is honorable and acceptable, rather than the falsehood of saving a 'rescued' pet that was intentionally 'imported' from out of country with who knows, what problems and disease. The entire system of animal rescue and animal shelters have become 'perverted' in their Animal Rights Activist agendas, similar to a 'forced slave trade' pet environment mentality from other countries shipping their pets and animals to the United States. Witouski Every one imported KILLS an American dog! 4/21/2008 Recently, a letter was sent to the Editor in a Lancaster,Pennsylvania newspaper regarding the dishonesty of rescue organizations. The comment section was especially interesting since many did not believe the facts in the letter. Since the Oprah show, highlighting "puppy mills" - many people have questioned why the State has not done anything about the conditions that were shown. It could be that there is some type of arrangement between those that "rescue" dogs that are "no longer wanted or needed" and the facilities shown on the Oprah expose'. It was interesting to note that in an interview, the man that has been hailed a hero, by some, for bringing these dogs to Oprah's attention, stated that he was counting on the Amish that were featured in the Oprah show - not having televisions. Having made such a comment tends to lead one to believe that something is not exactly as originally stated and even moreso questionable particularly since the Pa. Dog Law Bureau is having a difficult time identifying those "kennels". However, that isn't the subject of this article and I only mention it because the Oprah show opened other doors related to the subject. In reading the comments regarding the LTE mentioned above, the writer was asked to prove her allegations. Many of those that commented simply refused to believe that dogs were being imported into the United States by "rescue" groups. One particular individual asked why this phenomena would occur since there are, allegedly, so many homeless dogs available in shelters and rescues across the country. Another person commented that dogs had to sit for 6-8 weeks before entering U.S. soil. Rather than research the subjects themselves, to see just how duped they have been by animal rights activists, they accused the writer of misinformation. The Centers for Disease Control and Prevention (CDC) has regulations on the importation of dogs and cats into the United States. In general, they require that dogs be vaccinated against rabies at least 30 days prior to entry, except for puppies younger than 3 months and dogs originated or located for 6 months in areas considered to be free of rabies. A dog with an unexpired health certificate meets these requirements. This information is verifiable at the CDC website. The US Department of Agriculture has certain restrictions on the importation of dogs imported from any part of the world except Canada, Mexico, and regions of Central America and the West Indies. Only those dogs that are to be used in the handling of livestock must be inspected and quarantined at the port of entry for a sufficient time to determine their freedom from tapeworm. Dogs that are imported into Hawaii are quarantined for 130 days. There are no quarantine regulations for "pets" or "strays". It is monetarily advantageous for groups with a "non-profit" status, who, at the same time, claim the country is "overpopulated," to import puppies for resale or "adoption" - for a nonreportable fee. There are some special circumstances regarding dogs imported from areas known to be infested with screwworms or foot and mouth disease, but the general rule is that all dogs are only subject to inspection at ports of entry for evidence of infectious diseases that can be transmitted to humans. As a result of this missing link in governmental importation regulation, statistics of imported dogs are estimated according to Port of Entry reporting. On April 2, 2008, the Division of Viral and Rickettsial Diseases of the CDC, filed a report regarding Importation of Dogs into the United States and in the summary of that report it states: "The importation of dogs into the United States poses a risk for the introduction of rabies and other zoonotic diseases. Federal regulations (42 CFR 71.51) currently require proof of valid rabies vaccination for imported dogs, but allow the importation of some unvaccinated dogs, including dogs less than 3 months of age, provided certain requirements for confinement are met until the dog is vaccinated. Although there are no accurate surveillance data on the number of dogs imported each year, it is estimated based on extrapolated data that over 287,000 dogs were imported into the United States during 2006. Of these, approximately 25% were either too young to be vaccinated or lacked proof of valid rabies vaccination. Import trends suggest that an increasing number of unvaccinated puppies are being imported into the United States, mostly through commercial resale or rescue operations." Since 2006, that 287,000 per year has doubled. Importation from Canada, Mexico, Central America and the West Indies, where no regulations are required, continues on a daily basis. The majority of dogs imported are puppies and small breeds that are far more acceptable to the general public than large dogs and much easier to resale or adopt out - for a fee. Not counted in the CDC's estimated number of imports are those dogs that are brought into the country by various groups, such as Compassion Without Borders (who partners with another organization in Albuquerque, New Mexico to bring MexiMutts into the U.S). United Hope for Animals in Southern California, Doglandia (a People's guide to Mexico, asks to adopt a dog during your trip to the country), Blue RoadRunner, and SAMM (Save a Mexican Mutt) are only a handful of such groups bringing dogs into the United States from Mexico. This doesn't include those groups bringing dogs in from Central America, Puerto Rico or the West Indies. These imported dogs are flown, driven, shipped, transported and sent to shelters throughout the United States. Shelter owners say the importation programs are safe, moral and in demand. Although the work that these people do is admirable, one has to ask - What are their definitions of safe and moral? Bringing in dogs of questionable background and health issues from other countries while our own American dogs are euthanized is NOT safe or moral nor humane for those dogs already in shelters across the U.S. Accusing American breeders of causing overpopulation and high shelter kill rates is not safe, moral, just or fair, especially when the problems exist all - for a fee. Groups that convince the public that breeding should be restricted or banned should be looked at closely by legislators. Somebody has got to ask the question sooner or later. If all breeding is regulated, restricted or banned, how would these non profit groups continue to operate? The answer is simple. They don't need breeders here. They can continue to plead to the American public's emotions about some dog in BF Egypt while they pursue the removal of the American dog breeders and their Constitutional Rights. That's how big business works. In order to make more money, to get more orders or to increase the profit margin, they remove anything or anybody that could be remotely considered as competition while still keeping their sources in place. You won't see non profit importing groups pushing for the demise of all breeding or mandatory sterilization in those countries. It's not good sense to eliminate your sources if your intention is to continue in the business of filling shelters and rescue groups offering animals that were "rescued from a puppy mill" to the unsuspecting public to adopt - for a fee. Now that you have access to verifiable facts, you can ask those who do the importing yourself. More than likely, you'll be told they do it "to save the dogs". You can then ask them why they aren't spending that money and time on the alleged "oversurplus" dogs that are already here. I wonder if any of them will be honest enough to tell you. The general public needs to learn to research issues and think for themselves prior to repeating comments that they have been spoon fed over the years. They need to stop listening to those whose intentions are less than honest and ask for facts and verifiable proof - or can you only get that information from those who lead you down their dishonest, profitable path - for a fee? Emboldened by success Iowa Muslims quickly announced their own mayoral candidate and Sol Mohammed wrote in the Iowa Muslim newsletter that: In addition to the dhimmitude of local politicians Iowa Muslims have been exploiting taxpayer funding and state and federally funded institutions to promote their political, social and educational Jihad. An example of the degree to which Muslims are attempting to main stream Islamism in Iowa can be seen in the fact that The 1st conference of the Islamic Foundation of Iowa did not take place in a mosque, but was held at the taxpayer funded Central Middle School in Waterloo Iowa, despite having being a religious gathering with unmistakeably Islamo supremacist agenda: "The practical structure of building an Islamic society - Come to know the future visions and plans for Muslims in Iowa." The use of a public school premises for such a Muslims only event does not violate Iowa laws regarding the separation of church and state, and is being exploited by Islamists who are able but (The conference included adult and children's lectures in english and Bosnian and a sleepover). The way the Muslims obtained the premises is another example the radical Islamist strategy at work which Dr. Daniel Pipes refers to as 'stealth Islamists', whose strategy is to get Muslims into positions in public and political life who can promote an Islamist agenda aimed at achieving the implementation of shari'a by undermining the system from within. This type of 'cultural Jihad' can prove more effective in destroying America through the physical Jihad of terrorist attacks. As Muslim Brotherhood founder Sheik Yusuf Qaradawi pointed out in 1995: 'America will not be conquered by the sword - but by da'wa'. Al Qawadawi 's prediction is coming to fruition in Iowa. A case in point is the recent formation of a Cedar Rapids branch of the Muslim American Society, a group whose plans for America are in it's name. The group made their announcement at a library and the Mayor, Kay Halloran, welcomed the Al Qaeda linked group with open arms: "I want everyone to know how happy I am this organization has chosen Cedar Rapids as its home," she said during the ceremony. "We are honored and delighted to have you with us." For their part the MAS director made it clear that Iowa was on the fast track to becoming part of the Umma and the first state in their goal of a Muslim American Society: It's a perfect time to introduce the Muslim American Society to the state of Iowa," said Cedar Rapids resident Mohamad Elmasry, executive director and director of media relations for the new chapter. It is no coincidence that the former president of the Islamic Center of Des Moines, Ako Ahmed Abdul Samad is a member of the Des Moines school board and is trying to move from a a civil service post to infiltrate the state government by running for state representative in order to push an Islamist agenda and gain more ground for Muslims both by pushing for Muslim interests and propagating Islam under the guise of multi culturalism and diversity. In 1995 Dr. Daniel Pipes explained the threat posed by militant Islam "Unnoticed by most Westerners, war has been unilaterally declared on Europe and the United States". More then a decade later the template for Jihad being waged in the U.S. can be seen in the case Iowa, where radical Islamists are in the process of turning one America's heartland into the first Islamic state. The conference was intended to "celebrate the legacy of the first Muslims in the United States" The organizers lamented that not many ISU non Muslim students as potential converts were in attendance and claimed it was due to 'lack of information'. The Henshaw Massacre Can Happen to You Too!![]() Pig massacre at Willis River They were sound asleep. Danny and Cindi Henshaw were awakened by a banging on the door at 5 a.m. on Sept. 12. It was the game warden. Danny was arrested for "operating a mammalian hunting enclosure without a permit" and hauled off to be booked. For 16 years, Danny and Cindi have operated the 152-acre Willis River Hunting Preserve near Gladstone, Va. It is a private, completely fenced, wild-boar hunting club. Danny has been among the nation's top 10 archers. He has been featured as a hunter on the "Wild and True" television program. His hunting preserve has hosted hunters from the Pentagon and Quantico, and executives from all over. When he opened the place 16 years ago, he went to the authorities to make sure he was in compliance with all the laws, and his operation was approved. Everything was great, as far as Danny knew, until Sept. 12. As the game warden drove Danny away, the radio spat: "OK, we can go in now, he's off the property." Simultaneously, Cindi saw nine vehicles, lights flashing, descend on her property. Armed personnel, some taking guard positions and others mounting four-wheel ATVs, spread out across the preserve. Shots rang out. Bullets flew. And pigs fell dead. So far, 270 shell casings have been found. Cindi was told that the state vet was at a command post nearby, that he would be there at 7 a.m. to test the first 10 pigs killed. The killing continued. Danny was booked and released. He returned home to watch – and hear – government officials slaughtering his pigs. All day, all night, gunshots rang out. Cindy had two 500-pound hogs she had bottle-fed and raised as pets in another pen on adjacent, separately deeded property. They were shot dead and dragged away. Day after day, the killing continued, and all the while, Danny and Cindy were under armed guard. The investigation and the killing are continuing. They were told that an agent had hunted on the preserve in May and had killed a pig that tested "probable" for pseudorabies. The same agent returned again Sept. 9 and killed a pig that had tested positive. Why was a 5 a.m. raid necessary? If pseudorabies was suspected, why were the owners not simply notified and a remedy worked out with the owner? According to Elaine Lidholm, spokesperson for the Virginia Department of Agriculture and Consumer Services, "there was reason to be concerned about the officers' safety." She would not specify what the reason might be, even when pressed. The investigation is ongoing and is likely to wind up in court, so she said she could not be more specific. Also in dispute is the legality of the Henshaw hunting preserve. Enclosed hunting preserves were outlawed by the Virginia Legislature in 2001, with the exception of three facilities that were "grandfathered" by the legislation. Lidholm would neither confirm nor deny that the Henshaw facility was one of those grandfathered, nor would she identify any of the facilities that were grandfathered. She simply said that there were no legal enclosed preserves operating in Virginia now. Were the Henshaws ever notified that their operation was illegal? "I don't know," was Lidholm's reply. "They should have known," she said. Pseudorabies is a viral disease that affects swine primarily, but can infect other animal species. It is not communicable to humans. The disease is fatal for piglets. Adult animals survive, but are carriers for life. A national eradication program has been under way since 1989. The armed personnel, and the other agents from the USDA and the Virginia Department of Agriculture left the Henshaw property Sept. 22 after Danny agreed to find and kill the remaining piglets the "official" hunters were unable to kill. When the government de-populates (kills) an animal herd to protect public health, it is supposed to pay "just compensation." In Danny's case, however, no compensation is available. In fact, he has been notified that the entire cost of the de-population operation will be charged to him. This difference hinges on the issue of whether Danny's operation was legal, as he contends, or illegal, as the state contends. In any event, Danny's hogs are dead, and he is out of business. Regardless of what the courts eventually decide, Danny and Cindi will never recover from this experience. Agents of government who exercise power beyond that specified by law and required by the situation, must be held accountable – individually. If the Henshaws' reserve fell out of compliance because of changes in the law or regulation, does the state not have a moral, if not legal, obligation to provide an opportunity for them to get back into compliance, or should the state descend like vultures to put them out of business because someone in the agency doesn't like enclosed hunting preserves? Was the "illegal" designation simply contrived to avoid the "just compensation" provision of the law? These are questions that a jury should explore and answer definitively. The state must be held accountable and fully justify its action in this case. If the Henshaws' civil and property rights were violated, both the state, and the individual perpetrators must pay.
